The ESPD is a standardized form that is identical across all European countries. Through it, companies and professionals certify that they meet the requirements specified in the public tender.
It is not a final certification, but rather a preliminary declaration that reduces the amount of documentation required during the application process.

– It can also be downloaded and used in other procedures.

– It serves as initial proof that the signatory meets the requirements. After being selected, the signatory must verify its accuracy with the relevant documentation.
– It therefore has the same legal weight as a sworn statement prior to public procurement.
– Any false or inaccurate statement will result in exclusion from the process. If applicable, legal proceedings may be initiated.

By consolidating the process into a single document, you avoid wasted effort if you are not awarded the contract, and the contracting authority also benefits by having less documentation to review.
EU directives aim to promote the economic vitality of European small and medium-sized enterprises. Otherwise, these companies would have to spend a great deal of time filling out paperwork, making it impossible for them to participate in these tenders.
5. How to Fill Out the DEUC Document
The DEUC represents a significant step forward in simplifying public procurement procedures in Europe. It makes it easier to access, complete, and submit the documentation. Furthermore, it eliminates a massive amount of preliminary administrative work that would only cause chaos and slow down the process.
Below, we explain the steps required to submit the DEUC document.
The first step, of course, is to obtain the form.
To do this, you have four options:
– Use a previously downloaded form and fill it out.
– Access the Public Sector Procurement Platform for the specific country. Generally, you’ll find a link to the form in the details of the public procurement in question.
– Visit the European Commission’s online portal for the DEUC.
– If you prefer, the Spanish government also has an official platform where you can download the DEUC and ROLECE, another document for bidders.
The process is similar across all these sources. In general, it involves the following steps:
1. Identify yourself as an economic operator.
2. Choose between “Import an ESPD” (if you’ve used a previously downloaded document), “Merge two ESPDs,” or “Generate response.” This is the option if you want to fill it out as you go.
3. Indicate the country where your company is headquartered.
6. How to Fill Out the DEUC
The DEUC document is divided into six sections, although the first one—which refers to the tender information—is already filled out by the contracting authority.
Therefore, these are the sections you need to complete:
1. Economic operator information.
2. Grounds for exclusion.
3. Selection criteria.
4. Reduction of the number of qualified candidates, as applicable.
5. Closing statements (optional).
